Arrearage Management
Payment (AMP) Plan
For many, meeting everyday needs isn’t easy. If you have outstanding bills that are past due and are a CARE or FERA customer, you may be eligible for debt forgiveness through our Arrearage Management Payment (AMP) Plan. This plan offers eligible customers help with reducing their past due account balance.
How It Works
AMP is a 12-month payment plan that forgives 1/12 of a participant's debt after each on-time payment of the current month’s bill. After twelve on-time payments of current month's bills, the participant's debt will be fully forgiven up to a maximum of $8,000. Enrolled participants are protected from disconnection while participating.

Plan Rules / Guidelines
Yes, with an active AMP plan, if you pay your current charges on time, you are protected from disconnection.
After 12 in full and on-time monthly payments of current month's charges, your AMP debt will be forgiven up to $8,000.
If you do not pay the full current charges by the bill due date, make a partial payment or your bank returns a payment, it is considered a missed payment.
If you miss a payment, you must pay both the previous balance and current charges by the current bill's due date. If you miss two payments in a row (e.g., March and April) or three payments (e.g., March, May & July), your plan will be canceled. If your AMP plan is canceled:
- Your outstanding balance will become due immediately.
- You may be subject to disconnection.
- You will be ineligible for further debt forgiveness.
- Re-enrollment will not be an option for 12 months.
Any balance over $8,000 will be put on hold during your AMP participation. Once your AMP plan ends, the remaining balance will be due, but we offer flexible payment arrangements to help you avoid disconnection.
Yes. Any new bills issued on or after the AMP enrollment date or date of reinstatement in the plan are ineligible and are your responsibility to pay. Any charges for California Hub for Energy Efficiency Financing (CHEEF) will not be eligible for AMP.
Customers currently on a payment arrangement may switch to AMP as long as the AMP eligibility requirements are met.
There is no impact to the amounts already forgiven and this amount has been removed from your account balance. However, if your AMP plan was canceled:
- Your remaining balance will become due immediately.
- You may be subject to disconnection.
- You will be ineligible for further debt forgiveness.
- Re-enrollment will not be an option for 12 months.
If you transfer your service while enrolled in AMP, your plan may be transferred to the new account.
If you stop service, move, and then restart service with SDG&E territory, your AMP plan will not transfer, and you will need to contact the Customer Care Center. If you do not contact the Customer Care Center to reinstate your AMP plan or move out of SDG&E territory, the plan will be canceled, and the balance will become due immediately.
Removal from CARE or FERA does not automatically unenroll you from AMP. You can continue receiving AMP benefits as long as you make full, on-time payments.
