Description of the RFO
In accordance with Decision ("D.")14-03-004 – Decision Authorizing Long-Term Procurement for Local Capacity Requirements due to Permanent Retirement of the San Onofre Nuclear Generation Station (the “Track 4 Decision”) approved on March 13, 2014, and the Carlsbad Energy Center Conditional Approval Decision (D.15-05-051), San Diego Gas and Electric (“SDG&E”) is issuing its 2016 Energy Efficiency (“EE”) Request for Offers (“RFO”) to solicit bids (“Bids”) for energy efficiency program design and implementation approaches for innovative program(s) under SDG&E’s administration which meet the targeted objectives described in this RFO. For EE resources, the offered resource must provide for incremental Local Capacity Requirements ("LCR") capacity (MW) / energy savings (MWh) to SDG&E’s existing 2015-2016 EE portfolio and proposed 2017 EE portfolio and the going forward CAISO and CEC assumptions.
To demonstrate that the EE resources bid into the EE RFO are incremental, SDG&E will rely upon the descriptions and references to the EE assumptions used in the CAISO Track 4 Studies and the CEC EE studies and advises bidders that they must explain how their EE products are incremental to these assumptions. SDG&E encourages RFO participants to provide creative products that are not part of existing or planned programs that made up the assumptions used by the CAISO Track 4 Studies or CEC EE studies.
Winning Respondents shall enter into an agreement based on a Model Agreement for the capacity and energy savings from eligible resources that can meet the criteria described in the RFO document (provided below). Respondents may modify the applicable Model Agreement submitted as part of their offer package to the extent such modifications add value to the offer. SDG&E discourages any material modification of the Model Agreement.

Required Forms and Documents
- Energy Efficiency Offer Form – please submit one per project (xls). Note: Respondents must include in their Offer Form proposed pricing and if multiple pricing or capacity or other options are contemplated, multiple offer forms should be submitted.
- Program Description Form – Please submit one per program (doc).
- Credit Application – please submit one per program (doc).
- Diverse Business Enterprise Subcontracting Commitment and Reporting Requirements (DBE) Form (optional) - Provide a copy of certification documents received from the Supplier Clearinghouse. An application can be made before submission of the offer and referenced in the offer.
- Redline of Pro Forma Agreement (doc)
The Model Agreement includes some terms that provide options. Respondent should provide a redline of the Model Agreement that reflects the attributes of their proposed project by selecting the correct options. Terms that do not provide options are non-modifiable.

Workpaper(s) associated with MW reductions per EE unit. Respondent shall provide workpaper(s) showing the capacity reduction - MW reduction/EE unit (e.g., MW/ EE appliance) and the unit’s load profile. The proposal must include workpapers to show the MW reduction calculations. These workpapers are not standardized or provided by SDG&E and they may reference DEER-Database of Energy Efficiency Resources.

Measurement and Verification Plan (M&V) - Provide a proposed M&V Plan and calculation methodology to forecast energy savings for the following year and to verify actual energy savings delivered. M&V Plan shall include estimated costs.
All offers must be uploaded to the PowerAdvocate® platform no later than 1 PM, Pacific Prevailing Time, on the CLOSING DATE (see RFO Schedule). The Program Description Form, Credit Application, DBE Subcontracting Form, and redline to the Model Agreement must be in Word or Word-compatible format (not in PDF). The Offer Form must be in Excel or Excel-compatible format (not in PDF).

Potential Respondents are responsible for monitoring the RFO Website and PowerAdvocate® for subsequent updates, notices and postings.

Register to Submit Offers
Any party interested in submitting an offer must register to receive access to the 2016 ENERGY EFFICIENCY (EE) RFO event on PowerAdvocate® in order to submit an offer. To register, Respondents must follow the instructions outlined in Section 2 of the RFO, Website and Communications. All offers must be uploaded to the PowerAdvocate® no later than 1:00 p.m., Pacific Prevailing Time, on July 1, 2016 (Closing Date). If Respondents encounter technical difficulties with the uploading process, they should provide evidence of such difficulties (e.g. a screen shot of the error message) and email the bid to:
