Energy-saving home improvements 

See if you qualify for free, energy-efficient home improvements to help reduce your monthly bill. Learn more about the program . 

Phone bill discount 

Visit the California LifeLine Program(link is external) website to learn how discounted phone services are provided to eligible households or call 1-866-272-0349. 

Home internet service discount 

You may be eligible for free or low-cost home internet service through the California Emerging Technology Fund. To learn more, visit the funds's website(link is external) or call 855-776-7471. 

Low Income Water Assistance Program (LIWAP) 

The new federal Low Income Household Water Assistance Program (LIHWAP) provides financial assistance to low-income Californians to help manage their residential water utility costs. Community Based Organization (CBO) Case Management Pilot Program

The California Public Utilities Commission (CPUC) recently issued a Decision (D. 22-04-037), which provides a framework to establish and operate a Community Based Organization (CBO) Case Management Pilot Program (Pilot).

This Pilot is designed to operate in targeted California communities where, during the first year of the COVID-19 pandemic, electric bills were highest relative to the available resources of the community.

To support these efforts, a statewide map was created to track arrearages and disconnections by zip code and identify nearby CBOs that may able to help customers lower or eliminate their arrearages.
